Dealing with Homeless People Homelessness is an extremely complex social problem that impacts the quality of life in our community. Very true. There are no easy solutions. The easiest solution is to not force the homeless problem to occur to begin with. The SDPD and elected officials in the County and City recognize that there is a fine line between homelessness as a social issue and a criminal issue. True, and the crime, committed by the City, is to tear down the only housing that many people could afford to live in. Many homeless are on the street because of substance abuse, mental illness, or both. True, but this is only about one-quarter at this time. What about the other two-thirds that this does not apply to at all? See bottom of page for how this happened. Often the disorder issues associated with homelessness are criminal in nature but difficult to enforce. Once again true, but the solution is to not have these unenforceable police situations develop to begin with. And, most homeless using drugs or who have become mentally ill did so as a result of becoming homeless, not same as a cause to their homelessness. To assist the City and County provide better service to this “at risk” population (at risk of becoming dope addicts, alcoholics and/or mentally ill, we assume) the SDPD has created the despised Homeless Outreach Team (HOT). The team consists of police officers who are out-of touch with reality, County Health and Human Services specialists who are even MORE out of touch, and psychiatric clinicians from the Psychiatric Emergency Response Team (PERT), a private non-profit organization that is really owned and operated by San Diego County Government. Did you mention a FAKE nonprofit? We warn about them on our Web Ratings Page, in the MegaSearch Engine of our website, NZ9F.com. The HOT is available to "assist" (Harass) the community with homeless related issues. Its phone number is (858) 490-3850. While being homeless is not a crime, (being homeless was the Crime of Illegal Lodging) many kinds of public conduct are illegal and should be reported to the SDPD. These include being intoxicated, loitering, peacefully existing, failure to kiss the ass of schizophrenic security guards, prowling, fighting, trespassing, aggressive panhandling, soliciting, urinating and defecating in this city with no toilets, consuming alcoholic beverages in certain public places, camping or sleeping in parks, littering, obstructing sidewalks, living in a vehicle parked on a public street, disturbing the peace by loud and unreasonable noises, using offensive words, behaving in a threatening manner, etc. No problem. Why did the City decide to create these problems by creating a Homeless Class of people? Are we to blame for having the needs to urinate and defecate despite there being no toilets or insufficient toilets? Did any of you read the Grand Jury Report of 2010? Did you read the Federal Court Findings and Determination? Did you read the San Diego Homeless News for November 2010? Why do you cops persist at spouting all this bullshit? Do you think everyone out there is stupid? Citizen’s Arrest Because many of the crimes involving homeless people are misdemeanors, a police officer can only arrest a person if the offense is committed in his presence. However, a person who witnesses the offense can make a citizen’s arrest by doing the following:
Note that you do not have to physically take the suspect into custody. For your safety, such action is discouraged by the SDPD. Many homeless now carry loaded weapons to defend themselves against police brutality, which came about of necessity. Please do not be a hero and attempt an arrest by yourself. A funeral can result, YOURS. Cops have resources, such as backup, numbers, and even SWAT. You do not. Leave this up to the police, please! The Federal Court System of the United States Government has determined San Diego to have caused its homeless problem, and to be 100% at fault for same. This was after many years of research, fact-finding, and testimony in court. The Court has ordered that San Diego Homeless have an absolute right to occupy the parks and sidewalks from 9 PM to 5:30 AM, 7 days a week. If you bother, molest, or interfere with us during those hours, including trying to make a Citizens Arrest, it is YOU that will be arrested, and you could do jail time for Contempt of Court. Avoiding Problems The following tips will help you avoid problems with homeless people.
The homeless have called for the resignation of Police Chief Lansdowne as a result of this Nazi-like article above, (which is based upon past homelessness propaganda and not updated to current), plus past brutality against the homeless. In the News 10 television article linked here, the woman was extremely eldery, and absolutely terrorized by police, who cut up her tent using sharp knives with her in it. This is a genius call, and not my own, and goes like this: If he can be forced to resign, the homeless will get an idea that there is a cure for police harassment, and that times are getting better. It shows hope. It avoids any messy or violent scenarios. This also allows our cash-strapped City to drag its feet, taking two years to appoint a new chief, thus saving salary money in the meantime. An interim chief is appointed, but does not get any more money than currently. The police themselves learn that it is important not to harass the homeless. Does Chief Landsdowne lose? No, let us find him something better, such as Chief of Military Police, or a different city, or a US Ambassador. None of this is personal, except web comments on the homeless that are out-of-date and Gestapo. Yes, being homeless once meant being lazy or criminal (as in substance abuse.) Homeless were called lazy bums, and most of them were! Then, there were cutbacks on how much the handicapped were paid, causing many of them to become homeless, at no fault of their own. To make matters worse, the price of rent skyrocketed, so many poor people also became homeless, including hard-working people with jobs. Then, in order to save money on mental health care, most of the mental illness treatment facilities were closed, forcing mentally handicapped people onto the streets, too. And, real estate gentrification, plus city planning, found and destroyed almost all of the True Affordable Housing. Add housing of all types being torn down to build the San Diego Padres Petco Park and related condos, and many working poor became homelss as a result. Finally, the Great George W. Bush Depression caused the number of homeless to triple due to massive unemployment, the inability of most people to find work which pays enough to pay rent. Once your unemployment runs out, you then spend your life´s savings, finally hitting the sidewalk. I am one of this kind of homeless. Right now, the largest share of all homeless have no mental, addiction, nor criminality problems whatsoever, and are very hard-working unemployed people. You need to know that the Unemployment Rate has nothing to do with the number of people who are out of work! Richard Nixon changed the way that statistic is calculated, and right now it means this: The percentage of people currently receiving unemployment checks. When your checks run out, the Unemployment Rate goes down! And, since most unemployed people do not qualify for unemployment to begin with, they cannot become part of the Unemployment Rate. Me, for example. Self-employed people do not get Unemployment in California, and over half of Californians are self-employed. The State of California closed its employment help facilities several years ago when it became impossible to find people jobs. Best guess, 70% of the homeless are merely victims of economic greed, and nothing more. So, it is a solution to the nation´s economic problems that will produce a solution to the homeless problem.
